Betsy Louise Fulghum was born in Flushing, New York. She attended the New York College of Music and studied piano under Lesley Hodgson. She earned her Bachelor of Music and Master of Music degrees in Composition from the Eastman School of Music in Rochester, New York, where she studied under Louis Mennini and Bernard Rogers.

After graduating, Fulghum taught piano, music theory and composition in the Preparatory Department at the Eastman School of Music. Later, Fulghum became a faculty member at the University of South Florida in Tampa, where she taught creative arts in the Education Department.

Fulghum's compositions include works for orchestra, a capella chorus, numerous songs and piano solo compositions, a piano suite, and a composition for viola and piano.

Fulghum's composition style is tonal, quasi-romantic, and leans toward an impressionistic style. After several years devoted to raising her family, Fulghum has now returned to composing.
